
On April 8, 2025, the China Community Summary and Exchange Meeting for ICANN's 82nd Conference was held at the National Engineering Research Center for the Internet Domain Name System (ZDNS). Representatives from government, industry, academia, and research institutions attended the meeting, including those from the Internet Corporation for Assigned Names and Numbers (ICANN), China Academy of Information and Communications Technology (CAICT), China Internet Network Information Center (CNNIC), Alibaba Cloud, and North Dragon Zhongwang. Additionally, 68 community members participated online.
The meeting was hosted by Guo Feng from the Internet Governance Research Center of CAICT. Zhang Liyuan, an official from the Internet Division of the Information and Communication Administration Bureau of the Ministry of Industry and Information Technology, delivered a speech as a representative of the competent authority. Feng Shuo, Deputy General Manager of ZDNS, delivered a speech on behalf of the host, expressing sincere gratitude to ICANN and CAICT for organizing the meeting and extending a warm welcome to all representatives visiting ZDNS.
At the meeting, Zhang Jianchuan, Senior Director of Stakeholder Cooperation for ICANN Asia-Pacific, introduced the overall situation of ICANN's 82nd Conference, elaborated on the progress of the next round of new generic top-level domain (gTLD) openings, and sorted out developments in key issues such as community governance. Li Guanghao, ICANN's Global Domain Name Program Director, summarized key topics for the next round of openings, including the Registry Services Provider (RSP) evaluation project for the next round of top-level domain openings and application fees for the new round.
In the discussion session, participants such as Chu Nan from CNNIC, representatives of China's advisors to the ICANN Government Advisory Committee (GAC), Guo Feng and Ji Yenan from CAICT shared insights on specific topics such as the public comment period for the Applicant Guidebook, global privacy policies, and changes in the GAC election process. ZDNS's expert team shared views on professional topics including discussions on registry agreement amendments, Root Zone Label Generation Rules (RZ-LGR), and string similarity. Feng Shuo specifically pointed out that the prohibition of private auctions once top-level domain applications enter the contention set deserves high attention and shared risk warnings based on experiences from the first-round auctions.
Through this meeting, participants gained a more comprehensive and in-depth understanding of the progress and policies related to ICANN's next round of new gTLD openings. The meeting called on community members to actively follow ICANN's key policy issues and work progress, strengthen international participation and voice, and make preparations for the next round of new gTLD openings.
The successful holding of this meeting played an important and positive role in enabling the Chinese community to exchange experiences, share insights, enhance understanding, and deepen consensus on major international Internet affairs. For a long time, ZDNS has not only deeply participated in research and discussions of ICANN's policy-making working groups but also actively promoted Chinese enterprises to apply for and use top-level domains, helping them build globally influential digital brands. In the future, ZDNS will continue to maintain close communication with CAICT, CNNIC, ICANN, and other institutions.
